The approximately 246,650 m² site located at the entrance of Ankara’s Oran settlement was planned by the Ministry of Public Works as a TOKİ Mass Housing Area, with 151,192 m² of the site allocated to the PARKORAN project. The development, tendered by the landowner TOKİ to the Mesa-Aktürk partnership under a revenue-sharing model, encompasses a total construction area of 517,253 m², including a floor area ratio far of 304,060 m².
By maintaining a low building footprint and designing structures as tall buildings, the project achieves a high ratio of green space and superior quality of outdoor physical environments. While PARK ORAN is primarily a residential development, it is also conceived as a park project. One of the key design criteria was to maximize recreational areas, transforming the project beyond a typical housing settlement into a park-like environment. The site’s views of Eymir and Mogan Lakes were also identified as a significant design input. Additionally, the concept of privacy—a critical aspect of residential design—was addressed without disregarding the need for social interaction, further defining the project's character.
The main layout of the development consists of approximately 12 high-rise residential towers, each around 32 stories tall. All blocks are oriented to provide views of the Eymir and Mogan lakes. By concentrating the dense usage into tall buildings, the site’s massing density is reduced, creating a large recreational area. Moreover, the social interaction of residents in such a large development is prioritized. The street concept, especially as interpreted at the entrances of the low-rise blocks, creates enjoyable spaces for users while enhancing communication among them without compromising their privacy.
Changes occurring in the urban built environment can either undermine or strengthen the character of the urban space. The Park Oran residences were designed with the expectation of enhancing the identity of the surrounding urban fabric. The zoning conditions and the site's location on the former parliamentary lodgings brought significant responsibility, which was carefully interpreted throughout the design process with sensitivity to the city’s identity. In this context, the project has positively influenced the identity of the Oran settlement and has become a precedent for the existing and forthcoming developments in the area.
