The differing needs of all these program components, their distinct users, and their varied modes and times of use were thoroughly considered during the design process. When reducing the building’s scale, ensuring the legibility of the structure from the outside and the clear differentiation of the mentioned functions starting from the building’s approach became another pursued objective. The resolution of the hierarchical relationship among different program elements and the circulation of users inside and outside the building were addressed within this context, with careful attention to preserving the building’s public character and preventing any mutual interference between functions.
